For one of our clients in de Offshore Energy Industry we are looking for a Senior Buyer.
Our client is a multidisciplinary engineering firm with global projects in the Oil & Gas and Renewable industries with a large number of projects in its portfolio for the coming years. They design offshore wind and hydrogen platforms, floating platforms, oil and gas platforms, floating solar farms, tooling and deck equipment, and structures such as electricity pylons. They also provide solutions for platform decommissioning and modification.
Responsibilities:
- Responsible for procurement activities. He/she is accountable for all procurement functions of the group and is the primary procurement consultant within the Company;
- Represent to sub-contractors and sub-suppliers;
- Establish the project procurement requirements and prepare procurement plan;
- Responsible for directs and gives guidance to the assigned project procurement team members on all project related procurement matters, safeguarding company’s and client’s interests;
- Establish and prepare project procurement policies and a well-defined/structured project procurement plan, based on the company procedures, practices, standards and contractual requirements;
- Manage the procurement activities in all their aspects, including purchasing, subcontracts, expediting, traffic;
- Maintain an in-depth knowledge of the local and international sellers and subcontractor market;
- Maintain good knowledge of finance aspects, letters of credit, transport documents, etc;
- Prepare man-hour budgets for all procurement activities;
- Prepare man-hour planning and progress reporting on the project procurement activities;
- Be the main focal point on all procurement matters between sellers, subcontractors and clients;
- Works according to procedures of the Quality Management System;
- Identify deficiencies and suggest improvements for the Quality Management System;
- Works according to the HSE (Health, Safety and Environment) procedures of the organisation, detects and makes proposals for improvements for the benefit of HSE;
- Is aware of and will adhere to the applicable HSE rules, the client or specific (construction) locations, where work is carried out;
- Reports unsafe situations.
Requirements:
- BSc or BBA;
- Experience in process equipment related field, such as oil and gas industry;
- Experience with contracting of capital-intensive projects;
- Desire to build relationships using right commercial attitude;
- Preferably 5 years of experience in purchasing and sub-contracting within the oil, gas and energy market;
- Ability to report, verbally and in writing;
- Experience with commissioning and start-up services;
- Good communication skills including English (verbal and writing).
