For one of our clients in the oil&gas industry we are looking for an Instrumentation & Controls Engineer

Our client is established in 11 countries worldwide and is active in the energy and water sectors. In the Netherlands, they operate as a producer of natural gas and are co-owner and operator of two gas storage facilities.

What will you do
Provides technical discipline expertise to ensure the safe, reliable and optimal operation of the company their assets in the Netherlands.
Responsibilities

  • Holds and applies skill for designing and implementing I&C modifications, (DCS, ESD, F&G, HIPPS) in an independent manner, in line with Company and International standards.
  • Advises on new and/or modification projects, takes the lead in resolving problems related to the Distributed Control Systems / Process Safeguarding Systems/Fire & Gas systems and Metering systems.
  • Provide assurance that Safety Environment Critical Elements (SECE) comply with the company their Integrity Management Standards.
  • Identifies ways to improve work processes and generates new ideas and concepts for Business improvement.
  • Co-works with EPCs, MACs for study work, upgrade or replacement projects.
  • Contribute to discipline vendor support contracts, ensuring contract performance reviews are undertaken and all materials and service orders are technically approved.
  • Ensures all temporary or permanent modifications are technically assessed, meet appropriate standards and are correctly endorsed.
  • Participate in the MOC process for all PESs including the preparation of change request forms, attend FATs, review and validation of software components and hardware workpacks, and approve modifications prior to installation. Manage subsequent implementation.
  • Design, configure, install, test, and commission minor modifications to all E/E/PESs as per the MOC and PESMoC procedures including the development, update, and as building of the relevant specifications and procedures.
  • Support Operations with ad hoc Control/ Metering/ Allocation/ Networking issues.
  • Support the Operations team with equipment performance monitoring and analysis including tuning and optimisation of the process control system.
  • Support the Operations team with alarm management including bad actor analysis and proposing remedial actions.
  • Support the Operations team with equipment and process start-up following a shutdown or process disturbance.
  • Support the operations team with functional safety management including bypasses/forces.
  • Support the Maintenance team to complete reliability, availability, and maintainability analysis on all key equipment and components.
  • Support the Maintenance team with functional safety management / SIS reporting.
  • Participate in incident response and incident investigations including shutdown analysis.
  • Provide site support for larger modifications including management of vendor resources and witnessing site acceptance tests.
  • Provide operations input into projects scopes including the review of engineering documentation, construction workpacks, and commissioning procedures. 
  • Support cyber security management activities including maintenance of the ICS inventory and providing site input into cyber security risk assessments.
  • Assist with the quality of calibration, auditing, verification and maintenance of all types of meters and analysers, flow computers, supervisory systems and gas chromatographs in use within the company. Work in close cooperation with Metering maintenance, who are responsible to execute and implement advice and instructions from the I&C team.
  • Prepare, implement and maintain the gas metering policy, procedures and metering manuals, and responsible for maintaining the company their ISO 9001 certification with regard to fiscal metering.
  • Responsible for production allocation procedures, systems and databases
  • Project-manage metering related (modification) projects.

What we search for in you
We’re happy to hear from professionals with a Bachelor’s degree (HTS) in relevant discipline or significant experience in a similar role. At least 10 years' experience in process automation and emergency shutdown systems. In this role you'll require both Dutch and English language skills.
We'd like to see as many of the following skills on your CV:

  • Training and hand-on experience with DCS, Safeguarding Systems, Quality and Metering systems and gas production processes.
  • Understanding of engineering contracts and procedures.
  • Operational knowledge.
  • Start-up and commissioning of gas processing systems.
  • Knowledge of HAZOP, SIL, HSE reviews.
  • Knowledge of basic PID control theory and control parameters.
  • Specification knowledge of process transmitters and automated control and ESD valves.
  • Knowledge of Hazardous Area types / ATEx certification.
  • Ability to write and communicate reports, metering manuals and procedures and presentation of test calibration results.
  • The ability to work as a part of a multi-discipline project team.
  • Excellent communication skills.
  • Skills to prioritize HSE, Operational and Project related work.
  • Living in the Netherlands
